on the same screen RSRCACHE, on top, click on cache parameters(if your authorised). on next screen maintain required parameters(global and local) which you need and save it.  untick if selected Cach inactive. if not authorised take basis help.

i think your on Production. just check  at dev system, if ok apply the same on prod.
