This could be not a reporting problem, this is if the system technical monitoring is not being calculated, then it willnot providing data to the reporting.
If this is the issue you are getting, I recommend you to implement SAP Note 1739161 - Collective corrections for the MEA Directory SP5 . Afterwards, perform the technical monitoring configuration from the SETUP.
